Analysis: Roberts presides over trial, but he isn't in charge




When Chief Justice John Roberts presides over the Senate trial of President Donald Trump, he will have a highly public perch but little control. He will direct the proceedings but almost certainly cast no votes. He will fulfill his constitutional duty but leave Trump's fate to the Senate, which has "sole power to try all impeachments."
