At the end of last year, nearly 3,000 children were being housed in rows of small brown tents on this site just a few yards from the southwest border with Mexico. The controversial temporary shelter for unaccompanied minors, which closed in January, was at the center of several protests. And the controversy wasn't confined to that one facility.
